INVITATION TO BID: Rehabilitation and Partitioning of Aeration Tank in Kharas – Hebron

Namaa Development and Relief Association, in partnership with Experts-Solidaires, is implementing the project entitled:

“Integrated Water Resources Management and Improvement of Living Conditions for Rural Households in the West Bank – Phase II”

The project is funded by the French Development Agency (AFD), Rhone Mediterranean Corsica Water Agency (AERMC), Montpellier Metropole, and the Occitanie Region.

Within the framework of this project, Namaa Development and Relief Association invites qualified contractors to submit bids for the Rehabilitation and Partitioning of the Aeration Tank in Kharas – Hebron.

Interested bidders may obtain the tender documents from Namaa’s offices in Ramallah or Hebron between 8:30 AM and 3:30 PM, starting from Monday, 15 September 2025 until Monday, 29 September 2025 (Friday and Saturday are official holidays).

Completed bids must be submitted to Namaa’s Office in Ramallah no later than Tuesday, 30 September 2025, at 12:00 PM. Bid opening will take place on Tuesday, 30 September 2025, at 1:00 PM at Namaa’s Office in Ramallah (Al-Bireh – Sateh Marhaba).

Notes:

1. The project is exempt from Value Added Tax (VAT).
2. Bidders must provide a valid company registration certificate and a valid deduction-at-source certificate; otherwise, 10% will be deducted according to applicable regulations.
3. The tender currency is Euro (€), and the awarded bidder must issue a VAT-exempt invoice.
4. The Tender Committee is not bound to accept the lowest-priced offer.
5. All bidders must submit a certified bank guarantee or bank cheque equivalent to 5% of the total bid value. The guarantee must remain valid for 90 days from the bid submission deadline. Personal cheques will not be accepted; otherwise, the bid will be rejected.

To participate, bidders are requested to review the full tender documents, project draft design drawings, complete the Tender Receipt Form, and submit the Field Visit Report as part of the tender package.
